MTS and the County Break Ground on Spring View Apartments at the Spring Street Trolley Station

The San Diego Metropolitan Transit System and the County of San Diego marked the groundbreaking of Spring View Apartments on Friday, Sept. 25, 2026. This is the construction start for the Spring Street trolley project already previewed on this board when the park-and-ride lot closed. It is not a second La Mesa housing project.

What broke ground

MTS said Spring View, at the Spring Street Transit Center, will include 145 affordable apartments and two manager apartments, 147 homes in all. The studios and one-, two-, and three-bedroom homes are for households earning 30 to 60 percent of area median income. MTS described the development as nearly $116 million and said it will keep 160 parking spaces for transit patrons and 63 spaces for residents. The County News Center, reporting the same groundbreaking, called it a six-story, $106 million development on surplus MTS land and said the County is contributing $8.5 million plus 40 project-based vouchers, including four Veterans Affairs Supportive Housing vouchers and 36 Section 8 vouchers. Affirmed Housing is the developer. The two public descriptions do not use the same total cost. This briefing reports both figures as each agency published them.

Why it matters

  • These are deed-restricted rentals next to the trolley, not new for-sale homes on the La Mesa market.
  • The August card covered the lot closure and an expected construction start. Sept. 25 is the groundbreaking itself.
  • Nearby owners should expect an active construction site at the transit center, with transit parking retained under the MTS plan.
