La Mesa Ratifies 114-Unit CityMark Palm Mixed-Use in the Village
La Mesa City Council voted unanimously July 28 to ratify Design Review Board approval of CityMark Palm, a five-story mixed-use building at Palm and Allison. The 0.87-acre paid parking lot becomes 114 apartments (five very-low-income), 2,560 square feet of ground-floor retail, and a 72-space garage. This is rental product in the village core, not for-sale condos.
What Council ratified
The site is about a tenth of a mile from the La Mesa Boulevard trolley station, so state density bonus and transit rules wipe out the city's 46-foot height cap, third-story setbacks, and parking minimums. Councilmembers complained about the boxy look and village parking, then voted yes anyway. Mayor Mark Arapostathis said the state has already called when the city tried to reject Design Review Board ratifications.
Why it matters
- Village parking and the trolley stop are the two things that set La Mesa values.
- Another five-story building on a former lot tells you more of the same is coming, and street parking will get tighter before any new public spaces show up.
- If you own a mid-century house a few blocks off La Mesa Boulevard, this is rental competition and construction traffic, not a new for-sale condo stack.
