Housing Groups Sue SANDAG Over SB 79 Map That Downgrades Oceanside Transit Center Density

Times of San Diego reported Sept. 10, 2026 that Californians for Homeownership and the California Housing Defense Fund sued SANDAG, alleging the agency miscounted trains so Oceanside Transit Center landed in a weaker SB 79 tier despite more than 100 daily trains. The suit seeks to invalidate the regional map, which would expand state density overrides near Oceanside's transit hub if plaintiffs prevail. This is distinct from downtown Oceanside Blocks 5/20 and Coast Villas senior/veteran apartments already on this news board.

What the lawsuit claims

SB 79 ties higher by-right density near transit stations to how agencies classify those stations. Plaintiffs say SANDAG's map put Oceanside Transit Center in too weak a tier relative to actual train frequency. If a court invalidates the map and forces a stronger tier, more mid-rise housing could proceed by right within about a half-mile of the transit center. This is litigation over a regional density map, not an approved Oceanside project entitlement.
