Work Starts on 38 Affordable Studios on Louisiana Street in North Park
NBC 7 reported that Mayor Todd Gloria and project partners broke ground on Tuesday, Oct. 6, 2026, on 38 affordable studio apartments on Louisiana Street in North Park. Hoodline gave the address as 3946 Louisiana Street. It is the first of four projects backed by a new $100 million public-private financing partnership among the city of San Diego, developer Naturally Affordable Housing, Bear Creek, and the San Diego Foundation. NBC 7 named the Bear Creek partner as Bear Creek Asset Management, while the San Diego Foundation and Hoodline named it Bear Creek Fund Advisors.
What is being built
The studios are for households earning up to 80% of the area median income. NBC 7 reported the units will measure about 375 square feet and are expected to rent for around $2,100 a month. The San Diego Foundation lists the Louisiana studios at 358 square feet. The two sources differ on unit size. NBC 7 said the first residents are expected to move in at the end of 2027 if the project stays on schedule.
The San Diego Foundation lists 257 homes planned across four properties in North Park and Normal Heights: Kansas II (73 units), Kansas III (73 units), Louisiana (38 units), and Oregon (73 units). NBC 7 also reported that some longtime residents raised parking concerns, and that Gloria pointed to city investments in transit, bike lanes, angled parking, and parking structures in the area.
