Escondido Council Adopts SB 79 Transit Overlay Near SPRINTER Stations

The Escondido City Council on Wednesday, Oct. 7, 2026, adopted Ordinance No. 2026-15, the city's local rules for carrying out Senate Bill 79, the 2025 state law that allows more housing near major transit stops. A meeting summary from Govly reported the vote as 5-0. The ordinance adds Article 81 to the zoning chapter of the Escondido Municipal Code and creates a Transit-Oriented Development Overlay Zone.

Where it applies

According to the city's public hearing notice, SB 79 applies to about 484 parcels totaling about 236 acres within one-half mile of the Escondido Transit Center and the Nordahl Road SPRINTER station. The ordinance adopts the overlay map and parcel inventories, sets objective development standards, and uses the parcel exemptions and phased implementation that state law allows. The notice said adoption is not a project under the California Environmental Quality Act, and it authorizes the city to submit the ordinance to the California Department of Housing and Community Development. The Planning Commission voted 4-0 on Aug. 11, 2026, to recommend approval.

Heights, densities and exemptions

Citizen Portal's summary of the meeting reported that senior long-range planner Joel Savetko presented three development bands with height and density ranges. The most intense band, near the station cores, allows heights of 85 feet and densities of up to 140 units per acre. The ordinance exempts parcels that lack a continuous walking path of under one mile to the station, which Citizen Portal reported reduces the theoretical housing capacity by about 4,300 units. It also phases in protection for 15 locally registered historic resources through mid-2032. Govly's summary said the rules require development agreements to secure safe pedestrian connections in certain cases.

What it is and is not

  • This is a zoning framework. It does not approve any building, and no specific project was approved under it at this meeting.
  • Owners of parcels near the two SPRINTER stations may now have more development potential, subject to the bands and exemptions in the ordinance.
  • Buyers looking near downtown Escondido and Nordahl Road should expect more applications for taller multifamily buildings over time, though timing depends on individual developers.

The same meeting also covered other items, including a data center moratorium extension and a resolution on county Measure B, but Govly reported that the transcript did not clearly show those outcomes, so they are not covered here.
