Escondido May Annex Unincorporated Land for 140 Two-Story Homes

inewsource reported Aug. 20, 2026 that developers Oscar Uranga and Keegan McNamara want to build 140 two-story homes on about 17 acres of unincorporated land just outside Escondido, and that annexation into the city is part of the path to sewer service. Neighbors formed "Protect Rural Escondido." This is a different site from the Hill Valley townhomes already on this news board.

What is proposed

The homes would sit on 17 acres currently outside city limits, inside Escondido's sphere of influence. The developers pitch the project as missing-middle, for-sale housing, not high-density apartments and not luxury estates. Uranga told inewsource the homes could sell in the high $700,000 range in today's market, and that he cannot predict the eventual price. Escondido City Council cleared the county to pursue annexation in 2024. The Local Agency Formation Commission (LAFCO) still has a role. LAFCO staff have also mentioned an out-of-service sewer agreement without annexation, with a general preference for annexation.

Why it matters

  • Nothing is entitled yet. Annexation and further review still sit in front of the homes.
  • If it is built, the product is detached two-story, for-sale inventory on the Escondido edge, which is an FHA and conventional conversation.
  • It does not change the Hill Valley 126-townhome file already in process closer to San Marcos.
