Council Lets Rincon Process 126 For-Sale Townhomes at Hill Valley Near Eden Valley
On July 29 Escondido City Council voted unanimously to let the city process Rincon Homes' General Plan amendment for a vacant 9.72-acre site at Hill Valley Drive and Hill Valley Road, on the San Marcos and Eden Valley edge. This is a different site from the 94 Valley Parkway townhomes already on this news board.
What the application is
Without the amendment the land only allows large-lot detached homes. Hill Valley Escondido would be 125 or 126 three- and four-bedroom for-sale townhomes, with seven reserved for very-low-income buyers and about 33% of the site kept as open space. Rincon put pricing around $665,000, versus a city median near $846,000. Neighbors flagged industrial uses next door and air-quality risk. Staff and Council were clear: this only starts environmental review. It does not entitle the project. Valiano's 326 homes are already under construction in Eden Valley.
Why it matters
- If you want a newer attached home in the low-to-mid $600s near Palomar, SR-78, and the Nordahl Sprinter, this is the next for-sale pipeline after Valley Parkway.
- Nothing is approved yet. Industrial adjacency and the General Plan amendment will decide whether it actually gets built.
- Do not treat Hill Valley as entitled supply when you compare Escondido townhome comps.
