Del Mar Adopts Housing-Element Code Updates for Disability Accommodations and Special-Needs Housing
Hoodline reported Sept. 20, 2026 that Del Mar City Council completed the Sept. 8 second reading of zoning and Local Coastal Program amendments implementing Housing Element programs on reasonable accommodations and special-needs housing. The package creates clearer written-request and appeal rules for disability-related exceptions and updates definitions for supportive housing, transitional housing, emergency shelters, and care uses, with emergency shelters still limited to the North Commercial zone. This is a different Del Mar housing story from the fairgrounds talks and North Bluff / Seaside Ridge items already on this news board.
What changed in the code
The ordinances are Housing Element compliance tools, not a new subdivision entitlement. They spell out how residents can request disability-related zoning exceptions in writing and how those decisions can be appealed. They also refresh how the city defines supportive, transitional, shelter, and care uses under the Local Coastal Program. Emergency shelters remain limited to the North Commercial zone under the adopted package.
