What Mello-Roos is on a mortgage file
California's Mello-Roos Community Facilities Act lets a city or county form a CFD to pay for infrastructure. Owners inside the district pay a special tax. That tax is not the Prop 13 ad valorem line. It is not HOA dues. It is not mortgage insurance. Refinancing does not cancel it.

Confirm on the listing and on the file
We do not invent tax rates on this page. Two houses with the same price can have different monthly numbers once the CFD line is included. Confirm:
- The listing remarks and any Mello-Roos / CFD disclosure.
- The current county tax bill for the APN, including special-tax lines.
- Title's preliminary report.
- On new construction, the builder CFD sheet, including any scheduled step-up, not a year-one teaser.
Send that annual number before we issue a letter at a purchase price. Older grid neighborhoods often have little or no CFD. Newer master plans in South Bay and North County inland belts show up on files often, including Eastlake, Otay Ranch, and parts of Chula Vista, Carlsbad, San Marcos, and Oceanside. Adjacent streets can differ. Never use a county-average tax rate on a CFD house.
How it changes qualification
Underwriters qualify on the full housing payment: principal, interest, regular tax, Mello-Roos, homeowners insurance, HOA if any, and mortgage insurance if any. If the loan impounds taxes, the special tax is usually collected in the same escrow. Skipping impounds does not hide Mello-Roos from DTI.
That monthly number is why a buyer who fits an older non-CFD resale may not fit the same price in a CFD tract without more income, a different down payment, or a different program. We re-run VA, FHA (typical 3.5% down), and conventional against the actual payment. VA with full entitlement is not capped by the old county VA limit. Conventional still uses the 2026 1-unit lines of $1,104,000 high-cost and $832,750 baseline. Confirm on 2026 San Diego loan limits.
