Vista Clears 141-Unit Caserra Apartments on South Santa Fe
Vista Planning Commission unanimously approved Caserra on April 21, a five-story, 141-unit apartment building at 1070 South Santa Fe Avenue on the old Monte Vista Plaza site. Ambient Communities scrapped a 96-unit reuse plan after costs and the existing office building would not pencil. Developer Jonathan Rilling told the Business Journal he is targeting fall 2026 groundbreaking and a third-quarter 2028 finish.
What was approved
The new $60 million project uses state density bonus law to go from a 71-unit local cap to 141 units and from 45 feet to 67 feet. Twenty-two homes are income-restricted (11 very low, 11 moderate). Mix is 26 studios, 49 one-bedrooms, and 66 two-bedrooms, 480 to 910 square feet, with about 165 parking spaces a half-mile from the Sprinter. This is the South Santa Fe corridor the city wants denser as it updates the general plan.
Why it matters
- Vista has been slow on new rentals. A 141-unit building next to the Sprinter changes comps, construction traffic, and the look of the South Gateway.
- If you own nearby, watch parking and the next infill applications on the same street.
- Density bonus height and unit-count jumps will keep showing up as Vista updates its general plan.
