Appeals Court Blocks Fanita Ranch as Santee Updates Citywide Land-Use Rules
On June 4 a California appellate court denied HomeFed's appeal and left in place a ruling that Santee and the developer violated state planning and zoning law on the 3,008-home Fanita Ranch project. Fanita Ranch was the only large greenfield supply left in Santee. With it blocked, most new homes will be infill and town-center density, not a 3,000-home master plan in the hills.
What happened next
The city had tried to use an "Essential Housing Program" to approve more homes than the General Plan allowed after voters passed Measure N. The court said that path was unlawful. On July 8, City Council then adopted an updated General Plan Land Use Element, matching zoning amendments, and a program EIR that will guide housing and commercial decisions through 2045. That update does not approve a replacement for Fanita Ranch. It does reset the rulebook after the court loss.
Why it matters
- Do not underwrite a Santee purchase on the assumption that 3,000 hillside homes are coming.
- The new land-use element is the document that will shape infill, town-center density, and commercial sites through 2045.
- If a listing mentions Fanita Ranch as future amenities or traffic relief, ask for the court status, not a site map from 2022.
