City Starts First Full Rewrite of Rancho Bernardo's 1978 Community Plan
San Diego kicked off a two-year rewrite of the Rancho Bernardo Community Plan this summer, the first comprehensive update in almost 50 years. Planners Nathan Causman and Sean McGee laid out the process at the July 16 planning board meeting. SANDAG put $1 million behind it through TransNet.
What the process is
Four public phases run from Community Ideas this summer and fall through City Council adoption by late summer 2028. The new plan will set land use, housing near transit, parks, mobility, and how office sites can turn into homes. Board members already asked the city not to drop a citywide template on a community that still bans billboards and wants its scale kept.
