17-Unit Housing Plan Filed for Grand Avenue Storefronts in Pacific Beach

Times of San Diego reported Aug. 20, 2026 that plans were filed to replace small commercial buildings on Grand Avenue in Pacific Beach with a three-story, 17-unit housing project, two of them designated affordable. A city hearing officer is expected to decide in the coming weeks. This is a different file from Turquoise Tower and from the Chalcifica ADU lawsuit already on this news board.

What was filed

On Aug. 7, Golba Architecture submitted plans for a three-story, 11,231-square-foot residential project with a three-space carport on the bottom floor. Pacific Beach Planning Group chair Marcella Bothwell told Times of San Diego she is generally supportive of multifamily infill that respects the coastal height limit and includes on-site affordable units, and that vacant undersized commercial spaces on a walkable transit corridor can add residents who support nearby businesses. Architect Tim Golba said neighboring former restaurant plans are not final.

Why it matters

  • This is 17 for-rent or for-sale units still to be determined by the entitlement, not a hotel tower.
  • Coastal height limit and a tiny carport are the live design constraints.
  • It does not move Turquoise Tower, which remains in city review.
