City Opens Most of Ocean Beach to Complete Communities Density
San Diego City Council voted 5-1 on Feb. 24 to approve Preservation and Progress Package A. The change that hits Ocean Beach is simple: Complete Communities density incentives now apply inside the Ocean Beach Cottage Emerging Historical District on any lot that is not one of the 72 designated cottages. The district boundary covers about 3,000 parcels. Only the volunteered 1887-1931 cottages stay protected. Councilmember Joe LaCava was the no vote.
What Council changed
Dozens of OB residents told Council the scattered cottages are the neighborhood, not a museum list. City staff say this is a clarification, not a new program, and that full historic districts still block Complete Communities. Package B, which may limit Mills Act tax breaks and 45-year reviews, is still coming in 2026. This is an OB story, not Point Loma. Newport Avenue and the cottage blocks are the lots to watch.
Why it matters
- Complete Communities is how San Diego gets mid-rise apartments on small lots. If you own a non-designated cottage or a commercial corner in OB, the demolition-and-rebuild math just got clearer.
- If you are buying for the low-rise beach-town feel, that feel is no longer city policy on most of the map.
- Do not merge this with Point Loma. The cottage district and Newport Avenue are the Ocean Beach lots this vote actually moved.
