Otay Ranch Village 8 East Clears Path for 270 Affordable Apartments
Chula Vista is moving a 270-unit affordable apartment building in Otay Ranch Village 8 East, next to Olympian High School and SR-125. The City Council unanimously authorized up to $80 million in tax-exempt multifamily housing bonds in May, with construction targeted for summer 2026 and completion around 2028. This is a different project from the Bayfront Harbor Park work already on this site.
What is proposed
Meta Housing would build a four-story building with 120 one-bedrooms, 81 two-bedrooms, and 69 three-bedrooms. Staff told Council 267 of the 270 homes would be income-restricted, which is 81 more lower-income units than the Housing Element assumed for that parcel. If you own or are buying nearby, the SR-125 / Main Street interchange work is also shaping driveway and traffic conditions on the site.
Why it matters
- A large deed-restricted building next to a high school changes the rental mix in a master-planned area that has mostly been market-rate.
- It does not reprice your house overnight, but it does add school-adjacent inventory and more traffic on Main Street.
- Buyers near Village 8 East should underwrite commute time and construction staging through 2028, not just list price.
