Caritas Village Breaks Ground on 24 Affordable Homes in Vista
Caritas Corporation and Level 3 Construction announced Aug. 25, 2026 that they broke ground on Caritas Village in Vista, a 24-unit affordable community. City of Vista and Chamber of Commerce officials attended. Construction is expected to finish in summer 2027. This is a different project from the 15 homes on West Bobier and from Caserra on South Santa Fe.
What is being built
Two three-story apartment buildings of 12 homes each, with one-, two-, and three-bedroom plans, plus a single-story community building with a clubhouse, leasing office, laundry, and maintenance. The announcement lists capacity for 64 residents and 25 on-site parking spaces, with nearby street parking. Level 3 holds an $8.7 million contract for about 29,000 square feet. Information for applicants is expected on the Caritas site in January 2027.
Why it matters
- This is deed-restricted affordable rental housing, not 24 new for-sale listings.
- It adds a small, financed project to Vista's pipeline while Caserra (141 apartments) is still the larger South Santa Fe file.
- Groundbreaking is not a lottery date. Leasing details are not out yet.

For a Vista buyer, 24 new affordable rentals do not add for-sale inventory, but they are part of the same North County housing pipeline as FHA and VA purchases nearby. See FHA loans in Vista and VA loans in Vista.
