University Community Library Is on the City's Affordable-Housing Site List

The newly renovated University Community Library on Governor Drive is one of 11 city-owned sites in the Affordable Home Development Master Plan. The lot is about 0.83 acres, used as a library and surface parking, next to homes and a grocery store. City staff say this is a study, not a project. No housing is being built there now, and a library site would keep a library if housing is added.

An open house covering this site was held Aug 12 at Standley Rec Center. The survey closes Aug 28 at 5 p.m. A larger, already-entitled pipeline sits nearby: Irvine Company briefed the University Community Planning Group in April on two seven-story buildings with about 535 apartments at The Plaza, next to the Executive Drive trolley, to be built ministerially under the 2024 community plan. UTC already has a community plan that allows tens of thousands of new homes. The library study is small but local. The Plaza apartments are the near-term supply that will actually change rents and traffic on Genesee and La Jolla Village Drive.

Why it matters

• Do not confuse a 0.83-acre library study with the community-plan capacity already on the books.
• If you are buying near Governor Drive, the survey window through Aug 28 is your comment period, not a groundbreaking.
• If you are buying near Executive Drive, The Plaza's 535 apartments are the comps and traffic item to underwrite first.
