State Says Coronado's ADU Rules Miss on 31 Points; City Will Amend Most, Not FAR
The Coronado Times reported Aug. 11 that the state Department of Housing and Community Development found Coronado's April 2024 ADU ordinance out of compliance on 31 points. This is a different track from the November Orange Avenue height measure already on this news board.
What HCD wants changed
Many of the 31 points are technical. Several are not. HCD says the city must stop counting a new-construction ADU against lot FAR, allow taller ADUs near the ferry terminal, drop the six-month minimum rental term to 30 days, ease parking rules or tie them to the Coastal Act, and allow up to eight detached ADUs on existing multifamily lots. The city's Feb. 6 letter agrees to most amendments and will bring them to Council. It is standing on FAR, citing its unpublished 2024 Scurlock win, and on survey and parking rules. Resident David Vinograd raised the FAR fight at the July 21 Council meeting while proposing a roughly 4,200-square-foot house with an 800-square-foot ADU. No hearing date is set.
Why it matters
- Coronado inventory is tiny. If HCD wins the FAR point, a new house-plus-ADU can be larger than the city currently allows, which changes what you can build and what the lot next door can become.
- If the city holds the line, ADU value stays capped on new construction.
- Watch the ordinance hearing, not just the ballot measure.
